TERRE Liban organized the closing ceremony for the Conservation of Environmentally Sensitive Areas in Lebanon, CESNA-LB, at the Hilton Beirut Metropolitan Palace on Wednesday, March 20, 2024.

The ceremony was attended by representatives from various organizations and institutions, including the European Union represented by Mr. Jihad Jradi, Deputy Dr. Michel Doueihi, La Sagesse University, Lebanon Eco Movement, The Directorate General of Urban Planning, the General Directorate of Internal Security Forces, the Directorate of Geographic Affairs in the Lebanese Army, and the Governor of Baalbek-Hermel. Dr. George Akl, Chief Service of Rational Department and environmental police at the Ministry of Environment, and Dr. Zeina Haddad, Head of Youth and Local Entities Department at the Ministry of Tourism, were also present. Additionally, presidents of environmental organizations and nature reserves, representatives of international organizations, municipal presidents, academics, activists, environmental experts, and representatives of Francophone schools in Lebanon attended the event.

The ceremony started with a speech by Mr. Paul Abi Rashed, President of TERRE Liban, wherein he outlined the key activities undertaken during the project over the past two years. Following this, Maître Raafat Al-Asmar, representing La Sagesse University, delivered a speech about the university's involvement in project implementation.

Also, Mr. Paul Bijani, representing Lebanon Eco Movement, delivered a speech regarding the organization contribution to the project.

Next, Mr. Jihad Jradi, Environment Program Manager at the EU Delegation in Lebanon, delivered a speech emphasizing that forest and biodiversity protection are one of the key components of the European Union’s Green Deal.  

With EU funding, the CESNA Project implemented by Terre Liban was able to develop the required regulatory instruments to protect and restore natural habitats, enhance ecosystem resilience, and promote nature-based solutions to environmental challenges’.

The ceremony showcased screenings of short documentary films that underscored the significance of protecting Lebanon's high mountains and conserving environmentally sensitive areas throughout the country.

Moreover, three panel sessions were conducted, involving participation from both local and international legal and environmental experts, as well as specialists in environmental sciences, and representatives from both local and international civil society organizations.

During the first panel session, the focus was on the launching of a proposed draft law aimed at protecting Lebanon's high mountains that exceed 1900 meters. 

In the second session, the emphasis shifted to the launch of Lebanon's first electronic platform dedicated to conserving environmentally sensitive areas, alongside the introduction of the HERESA application designed for monitoring violations.

The ceremony concluded with a final panel session that centered on monitoring risks, threats, and advocating for the protection of environmentally sensitive areas in Lebanon.

المموّل من الإتحاد الأوروبي والذي نفّذته الجمعيّة بالشراكة مع جامعة الحكمة والحركة البيئيّة اللبنانيّة وذلك نهار الأربعاء 20 آذار 2024، في فندق Hilton Beirut Metropolitan Palace
شارك في اللقاء إلى جانب الممثل عن الاتحاد الاوروبي السيّد جهاد جرادي، النائب الدكتور ميشال دويهي، وممثلين عن كل من جامعة الحكمة، والحركة البيئيّة اللبنانيّة، ومدير عام التنظيم المدني، ومدير عام قوى الأمن الداخلي، ومديريّة الشؤون الجغرافيّة في الجيش اللبناني، ومحافظ بعلبك الهرمل. كم حضر  رئيس مصلحة الدوائر الاقليميّة والضابطة البيئيّة في وزارة البيئة السيّد جورج عقل ورئيسة دائرة الشباب والهيئات المحلية بلانابة بوزارة السياحةالدكتورة زينة حداد، بالإضافة إلى رؤساء الجمعيّات البيئيّة، ومدراء المحميّات الطبيعيّة، وممثلين عن الجمعيّات الدوليّة، ورؤساء بلديات، وأكاديميين، وناشطين وخبراء بيئيين، وممثلين عن المدارس الفرنكوفونية في لبنان.
بدأ اللقاء بكلمة رئيس جمعيّة الأرض لبنان، السيد بول أبي راشد، عرض فيها أبرز النشاطات التي تم تنفيذها خلال المشروع على مدار العامين.
تلا ذلك كلمة لممثل جامعة الحكمة، المحامي رأفت الأسمر، حيث تحدث عن دور الجامعة في تنفيذ المشروع.
كما ألقى ممثل الحركة البيئيّة اللبنانيّة، السيد بول بجاني، كلمة حول مشاركة الحركة في المشروع
 
ثم كانت كلمة لمدير برنامج البيئة، والتنوع البيولوجي، والنفايات الصلبة في الاتحاد الأوروبي في لبنان، السيّد جهاد جرادي، حيث شدّد على ضرورة حماية الغابات والتنوع البيولوجي كونهما من المكونات الأساسيّة للبرنامج البيئيل للاتحاد الأوروبي . وأشار إلى أن تمويل الاتحاد الأوروبي لمشروع CESNA-LB ساهم في حماية وإستعادة الموائل الطبيعيّة، وتعزيز مرونة الأنظمة البيئيّة، وإستخدام الطبيعة في معالجة التحديات الاجتماعيّة والبيئيّة.
 
تخلل الحفل عرض لأفلام وثائقيّة قصيرة تناولت أهميّة حماية قمم جبال لبنان والحفاظ على المناطق الحساسة بيئيًّا في لبنان، وثلاث جلسات حوار شارك فيها خبراء قانونيون وبيئيون دوليون ومحليون، وأشخاص متخصصين في مجال البيئة وهيئات من المجتمع المدني. تناولت جلسة الحوار الأولى إطلاق إقتراح قانون لحماية قمم جبال لبنان التي تزيد عن 1900 متر، كما تم في جلسة الحوار الثانية إطلاق المنصّة الإلكترونيّة الأولى في لبنان للحفاظ على المناطق الحسّاسة بيئيًا وتطبيق HERESA لرصد المخالفات. وختم الحفل بجلسة حوارية أخيرة حول رصد المخاطر والتعديات والمدافعة من أجل حماية المناطق الحساسة بيئيًا في لبنان.
